Peter Fucci, Safer Institute’s CEO and Board Chairman, is a nationally recognized leader in disaster management technology. Recently, Peter served as the Commander for the RI 1 Disaster Medical Assistance Team (DMAT) on a deployment to New York City in the wake of Hurricane Sandy. In this role he oversaw a 600 bed shelter for displaced persons and coordinated medical care.
Prior to launching Safer Institute, Peter served as a development manager at Partners Healthcare, overseeing the creation of custom medication knowledge management tools. Partners, as an Academic Medical Center, creates its own medical database and map them to industry concepts created by First Databank. He was a development manager for a B2B website for 7 years under Staples.com, leading their leading national business to business website development. He was part of its tremendous growth from a $75 million website to a $1 Billion leader responsible for technical oversight, development operations, and architecture throughout that time Peter studied at Fairfield University in Pre-Medicine and University of Rhode Island for Management Information Systems.
Peter lives in Rhode Island with his son. In his free times he serves under the Department of Health and Human Services, National Disaster Medical Services and joins his son in Scouts and Crossfit. He sits on two boards of directors and is a leading member of the Technology Transfer Working Group (TTWG) for DHS/FEMA as well as a steering committee for FEMA.
Larry Warner is Safer Institute’s Public Health Specialist. Larry has rich experience and a deep background in emergency preparedness and response. Through his work with the Providence Fire Department, American Red Cross, and urban, rural, and college-based emergency medical services, Larry has responded to numerous incidents and disasters. His experience as both a first responder and emergency manager combined with his public health expertise make him a valuable member of the Safer Team.
Larry holds a Master of Public Health degree and a BA in Health and Society, both from Brown University. He has an interest in the use of technology to address public health and safety challenges, improve the quality of healthcare, reduce disparities in health outcomes, and address the health needs of developing countries. His hobbies include flying, bowling, basketball, and softball. Larry lives in Cranston with his wife and three sons.
Darren H. Delaney recently retired from the Rhode Island State Police after serving 25 years. In his capacity as the senior captain on the command staff, Delaney was assigned as the public information officer responsible for all aspects of communicating sensitive information, crisis briefing, and disseminating information to the public and coordinating press conferences. During his career he served at every patrol barracks in the State as well as the Detective Division and received numerous citations and commendations including the Medal of Valor from the State Troopers Coalition National Police Foundation and the American Legion. Additionally, during the last 15 years of his tenure, he was responsible for certifying the operational readiness, preparedness and deployment for the Division’s special service units which included the following groups: Canine Unit, Marine Unit, Dive Team, Motorcycle Unit, Honor Guard Unit, Special Weapons Tactical Unit, and Crisis Negotiation Unit. While assigned to the Rhode Island Emergency Management Agency he was in-charge of and responsible for developing and implementing operational response preparedness plans for special events, major incidents, natural disasters and terrorist threats and attacks. He has extensive operational experience with real life incidents and coordinating multi agency responses.
Delaney has extensive experience conducting physical structure security vulnerability assessments and preparing operational response preparedness plans for incidents such as work place violence, sexual harassment, active shooter situations and effectively securing facilities. He has expertise concerning policy implementation and compliance dealing with the national regulatory standards developed by the Commission on Accreditation for Law Enforcement Agencies (CALEA). Delaney is an expert at quality control and compliance for industry protocols and government regulations. Delaney has extensive experience teaching a variety of topics and developing course curriculum. He is currently an adjunct professor at New England Technical Institute, instructing courses in criminal justice, criminal procedures and use of force. A certified tenth degree black belt and developer of the Garda Defensive Tactic System, he also teaches defensive tactics techniques and use of force policy and procedure. He holds a Master’s of Science degree in Administration of Criminal Justice from Anna Maria College and a Bachelor's of Science degree in Criminal Justice from Roger Williams University. In addition, he graduated from both Bryant University's Center for Management Development Leadership Course and the Federal Bureau of Investigation's (FBI) Instructor Development Training Course.
